때는 타이쇼 시대의 도쿄로 당시 도쿄는 마물들의 출현이 잦았던 시대이다. 이에 한 독지가에 의해 특수부대가 창궐하게 된다. 이름하여 제국화격단. 

파사의 혈통을 이어받은 사쿠라, 칸자키 중공업 총수의 딸이자, 공주병에 걸린 스미레, 러시아 출신으로 사격의 명수인 마리아, 중국출신이지만, 메카닉에 조예가 깊은 기술자 이홍란, 류쿠 공수도 28대 계승자인 칸나와 염력이 뛰어난 아이리스등이 제국화 격단의 멤버들이다.

그들은 평소에는 극단의 연기자들로 공연을 하지만, 비상시엔 도쿄를 위해 싸우는 실력파 멤버들이다.
